What is the Maine Juvenile Treatment Network?

The Maine Juvenile Treatment Network (MJTN), begun in 1996, was started as a collaboration of the Maine Office of Substance Abuse (OSA), the Department of Corrections (DOC), and Day One, an adolescent substance abuse prevention and treatment agency in Portland, Maine.

The MJTN's goal is to expand the capacity of the state to provide early identification of substance abuse, expedite referrals, and eliminate barriers to receiving treatment for juveniles and adolescents throughout Maine.

Our approach to ensure success of this program is done in the following manner:

  1. Identify the youth has a problem via network partners:

    1. Juvenile Corrections Officers
    2. Teachers, Guidance or Principals at local middle or high school
    3. Local law enforcement
    4. Parents

  2. Provide a centralized standardized assessment tool (JASAE - Juvenile Automated Substance Abuse Evaluation) to identify whether or not further evaluation is needed:

    1. Maintain an extensive database to qualify and quantify data from JASAE and fund distribution for transportation and treatment.

  3. Refer the youth to a local network member substance abuse provider:

    1. Ensure the provider maintains professional integrity of licensing and certification standards.
    2. Ensure the provider provides a sliding fee scale for clients.

  4. Ensure that potential barriers for treatment are eliminated to the extent possible:

    1. Provide funds for treatment when a child does not have private insurance and does not qualify for Medicaid
    2. Provide funds for transportation if applicable and readily available.

  5. Provide incentives and benefits to become a member and part of the MJTN team:

    1. Provide opportunity for networking via meetings
    2. Provide continuing education opportunities for members viaconferences and/or workshops
    3. Provide opportunity to give feedback on MJTN policies and procedures via advisory group.

The MJTN is a coordinated, statewide initiative. The network is composed of Substance Abuse Providers, Juvenile Corrections Officers (JCCO's), and Schools.
